Job Opportunity – Traffic Incident Management (TIM) Coordinator

We are seeking one exceptional individual to join our team. To attract a diverse pool of candidates and accommodate different scheduling needs, we are offering this role as either a Full-Time or Part-Time position. Please note that while both options are posted below, only one candidate will be hired.

Full-Time TIM Coordinator

This position serves as the primary lead for Maine’s statewide Traffic Incident Management program in partnership with the Maine Department of Transportation. Responsibilities include coordinating TIM training and outreach, facilitating stakeholder meetings, conducting After Action Reviews, supporting transportation safety initiatives, and assisting with transportation planning and data analysis projects.


This is a full-time position with travel throughout Maine. A flexible 40-hour work week and opportunities to work with transportation and public safety professionals statewide make this an excellent opportunity for someone seeking a rewarding public service career.

Part-Time TIM Coordinator

This position serves as the primary lead for Maine’s statewide Traffic Incident Management program in partnership with the Maine Department of Transportation.     Executive Director

    Belle joined the BACTS team in February 2025. Belle has over 15 years of experience in project management, budget development, and personnel management. Belle holds a degree in Mechanical Engineering from the University of Maine and is a strong advocate for regional cooperation. The Executive Director’s primary responsibilities include overseeing the development of the Unified Planning Work Program (UPWP), the Transportation Improvement Program (TIP), and Public Participation Program. Belle also provides project management for large regional transportation studies, facilitates regional strategic planning, and oversees active studies and capital projects.

    Jack began working at BACTS in April of 2024. Jack’s primary responsibilities include assisting with transportation planning in rural Penobscot County. Jack also performs a variety of project management and planning tasks in support of BACTS regional goals and priorities.

    Maddie started working at BACTS in December of 2021. Maddie’s primary responsibilities include performing a variety of project management and planning tasks in support of BACTS regional goals and priorities. Maddie specializes in work surrounding transit planning, rural community outreach, as well as providing assistance and acting as a resource for various grant opportunities for our members.

    Paige joined the BACTS team in August 2020. She has her MBA from Husson University as well as a BS in Accounting. Paige was previously an auditor who specialized in non-profits. Paige’s primary responsibilities include providing administrative support, bookkeeping, digital media, and basic IT support.

    Planner

    Ian started as an intern at BACTS in May 2024. Ian was promoted to an Associate Planner in January 2025 and a Planner in May 2025. Ian performs a variety of data collection and analysis tasks as well as working on a number of projects across the BACTS region.
